The Roads and Transport Authority (RTA) recently launched the Smart Track system for testing the skills and knowledge of aspiring motorists after RTA successfully conducted trail runs of the system. The trial run of the system which is billed as the first automated practical road testing procedure in the world covered 38,000 tests, and the outcome was several positive deliverables and 10 improvements in quality and governance.

RTA plans to use Smart Track to support the government’s drive to transform Dubai into the smartest city in the world. As part of the system, intelligent technologies like smart sensors, differential GIS, and sensors mounted to autonomous vehicles are used to test those who apply for a driving license.

Commenting on the launch of the system, Abdullah Yousef Al Ali, CEO of Licensing Agency, RTA said that the initiative was launched at all driving centers following the successes of the trial run phase which delivered record achievements in delivering smart and integrated solutions at all testing vehicles. The implementation of the system is expected to complement the UAE Artificial Intelligence Strategy and the UAE 4th Industrial Revolution Strategy.

He noted that the smart track system contributed to the automation of 32 percent of road-test reading standards such as the artificial intelligence, internet of things, advanced co-driver assisting systems, information telecommunication technologies, GIS, face-recognition technology, and 3D panoramic imaging among other smart technologies. It helped to cut the needed to retrieve the test video and the time for reporting incidents as well as vehicle faults by as much as 75 percent. It enhanced the efficiency and speed of the system to deliver instant information and this aligns with Dubai Data Strategy.

“The smart track was also a key contributor to the launch of the digital road test certificate, which also minimized the scope of paper transactions. Accordingly, RTA reaffirms its efforts to unleash new services aligned with the smart city initiative as well as Dubai Paperless Strategy.

He added that all the 150 supervisors and examiners have been qualified to cover testing centers. 250 light and heavy vehicles/buses have been fitted with the smart track system, which is compatible with the 5G internet network. Hence the system is fully aligned with the internet of things and the digital revolution strategy.

As part of the system, highly sophisticated technologies like face-recognition, are used not only for clients but also for examiners thus leading to 100 percent accurate identification of the examiner and customer. This leads to a greater level of integrity and transparency of the testing results, and at the same time makes it possible for the Drivers Testing Department to keep tabs on the sustained improvement of testing quality.

The smart track system can integrate with other systems such as the smart yard testing, centralized training. It can also transmit data to an artificial intelligence-based driver, which contributes to analyzing customers attitudes during the test.

The Roads and Transport Authority (RTA) in Dubai has launched a vehicle inspecting robot during the 38th Gitex Technology Week that was held recently.

The RTA will be using these robots to make its vehicle inspection system more high-tech as they can help motorists detect faults in their cars.

The vehicle inspection robot which was unveiled at the 38th Gitex Technology Week was one of a series of initiatives that the RTA launched like a virtual assistant, testing of an autonomous taxi and a commuter rewards program. All these measures are meant to make life easier for road users.

Currently, the robot is being tested in the pilot phase and will be installed at petrol pumps and other public locations so that motorists can access them easily.

Commenting on the robots, Jamal Al Sa’adah, director of RTA’s Vehicle Licensing Department said that initially, people can use them at these location to detect faults and thus minimize the chances of any breakdowns. They will also not need to go to any workshops in order to find out if their vehicles need any kind of repair.

The robots have the capability to interact directly with motorists and there is no need for any human intervention. Motorists just need to complete a few simple steps to access the fault detection service.

Motorists need to opt for the fault reading service on the robot’s interactive screen. They then need to make the required payment by inserting a debit or credit card. Once the payment has been processed, a slot will open in the machine and motorists need to remove a dongle from the machine and insert it into their vehicle to diagnose the problem in the vehicle.

“Once the dongle is inserted the robot takes a few minutes to read the car’s system and find faults. Once that is done it will direct the user to remove the dongle and put it back in the robot to analyze the data. It then asks the user for an email ID where the certificate of the diagnosis is sent,” said Al Sa’adah.
He added that in the next stage, the RTA plans to use the robot for the annual vehicle inspections.

Dubai’s Roads and Transport Authority has announced in the runup to Gitex 2018 that it would be conducting tests of the first driverless taxi in the region in Dubai Silicon Oasis. Gitex 2018 is scheduled to be held at the World Trade Center from October 14 to 18.

According to Mattar Al Tayer, director general and chairman of the board of executive directors at RTA, the autonomous taxi was designed in partnership with Dubai Silicon Oasis and DG World for “robots and artificial applications”. The tests would be run on dedicated routes at the Dubai Silicon Oasis, and will comply with the highest safety and security standards. The taxi would be equipped with cameras and sensors that would be employed to fully view traffic and road conditions, control the vehicle, and avoid any collisions.

The goal of using the autonomous taxi would be to help integrate mass transport systems by facilitating the movement of those who use public transport, especially the Dubai Metro and Dubai Tram, so that they can reach their final destinations.”

Other notable exhibits that the RTA’ is planning to showcase at Gitex 2018 include the Robot Cleaner Initiative, which involves the use of robots to clean the floors of Dubai Metro stations and spare parts for the Dubai Metro that have been manufactured using 3D printing technology.

A WAM news agency report said that RTA’s new initiatives are meant to help Dubai implement the Dubai Smart Self-Driving Mobility Strategy. The strategy’s goal is to help convert 25 percent of the total journeys made in Dubai to those using self-driving transit by 2030, besides integrating mass transit modes.

The Roads and Transport Authority (RTA) in Dubai has announced that it will be conducting trials of smart license plates. It will no longer be necessary to change the number, design or other information on the plates manually as this can be done digitally. This would make Dubai the first city in the world to conduct trials of such technology. The RTA is conducting these trials in partnership with Team Target International, the firm that is the sole representative of the US firm, Reviver Auto. The RTA is conducting the trails of the smart license plates as part of the drive to make Dubai the “smartest city in the world”.

Commenting on the technology, Abdullah Yousuf Al Ali, CEO of RTA’s Licensing Agency, said that the use of this technology will transform the concept of roads and the technological infrastructure of transportation. The smart license plates will serve to link several systems and technologies and enhance the safety and security.
He went on to add that the Smart Plates can be centrally controlled and it would be possible to change the numbers and designs of the plates and display the expiry of the insurance and licensing dates registered at the RTA, without changing the plates. Using the plates, it would laso be possible to identify and register the travel time of the driver and details of the heavy vehicle. This would minimize the likelihood of theft of plates or of vehicles. Novice drivers will also benefit from this initiative as images and signs can be displayed on the plate to specify that the driver is new or under training.
The plates can be linked to the e-payment system, and in the event of an emergency or accident, warnings and messages can be displayed on the plate so that other motorists can slow down or change their routes. With the help of these plates, traffic authorities will be able to keep tabs on traffic congestions without requiring the use of cameras. The Smart Plates can connect with multi-screens transmitting different materials fed by various smart communication systems.
Al Ali said: “The testing of these plates underscores the keenness of the RTA to keep abreast of the latest technologies, and its relentless efforts to support the directive of the Dubai Government through the future foresight strategy, and the Smart City initiative. It also reflects RTA’s first Strategic Goal (Smart Dubai), and seventh (RTA Excellence).”

Ten years ago, electric cars, like self-driving cars were considered to belong more in science fiction than on the roads. The picture has changed drastically in this decade. Tesla, once considered an upstart in the automotive industry and which specializes only in electric cars has made its presence felt with the tremendous interest that the Model 3 attracted. Tesla has even arrived in the UAE with the Roads and Transport Authority in Dubai adding Tesla’s cars to its fleet of taxis.

The main barriers to the adoption of electric cars were the cost of batteries, range anxiety and the time needed for charging and these are slowly being overcome with new technological innovations that will likely make charging an electric car as easy as refueling a car powered by petrol or diesel. The cost of battery technology is falling sharply with technical innovations.

Many countries like China, United Kingdom, France and India have announced that they will slowly phase out vehicles powered by internal combustion engines and encourage sales of electric cars in a bid to reduce harmful emissions of greenhouse gases and make the environment cleaner. This has led many mainstream automotive manufacturers have joined the electric car bandwagon.

Volvo was the first brand to announce that all its models from 2019 would have an electric powertrain. Mazda announced plans to make all its vehicles electric by 2030 and will be using its new compression ignition engine to make even internal combustion engine powered cars more efficient. Ford announced that it would be introducing 13 electric models in the next five years. Renault announced that it would debut eight all-electric models and 12 hybrids by 2022. Nissan’s LEAF is one of the best-selling electric models. Though Toyota came up with the hybrid Prius, the company missed the bus when it came to electric vehicle technology as it preferred to focus on hydrogen fuel cell technology with the development of the Mirai. However, it is fast playing catch up and has entered into a collaboration with Mazda to work on electric vehicle technology

Maserati, Jaguar and Porsche are brands that are normally known for their performance and luxury oriented models, but have revealed plans to electrify their range of models.

The spectrum of models produced as an outcome of this change transforming the automotive industry could range from mildly hybrid models which would still be powered by internal combustion engines to plug-in hybrids with ICE range extenders.

In the UAE, DEWA has set up more than 100 charging stations for electric cars across Dubai and the lure of many new incentives that have been announced in September for owners of electric cars like free charging till 2019, free designated green parking, free Salik tags and free electric vehicle registration and renewal fees will definitely encourage more motorists to take to electric cars.

Commenting on these initiatives, Saeed Mohammad Al Tayer, Managing Director and CEO of Dubai Electricity and Water, said that these incentives support the Dubai Clean Energy Strategy 2050 for Dubai to have the lowest carbon footprint in the world by 2050 and the Dubai Carbon Abatement Strategy to slash carbon emissions by 16 per cent by 2021.

The Roads and Transport Authority in Dubai has added 50 Teslas to its fleet of taxis. The plan is to have at least 200 Tesla taxis on the roads in Dubai by 2019. Back in February this year, at the World Government Summit, RTA had finalized the agreement to purchase 200 vehicles from Tesla. Of this order, 50 vehicles have already been delivered. They were formally launched as part of the fleet at a ceremony held outside terminal 3 of Dubai International Airport by Sheikh Ahmed bin Saeed, president of Dubai Civil Aviation Authority, chairman of Dubai Airports, chairman and chief Executive of Emirates Airline & Group, and chairman of Dubai Supreme Council of Energy, launches the new Tesla fleet on Sunday

The fleet comprises two tesla models, the Model S belonging to the sedan category and the X model from SUVs. The vehicles also have a high level of autonomy.

Another seventy-five vehicles will be delivered in 2018 and the remaining 75 vehicles will reach Dubai in 2019.

Commenting on the addition of Teslas to the fleet, Mattar Al Tayer, director-general and chairman of the Board of Executive Directors of the Roads & Transport Authority said that Dubai Taxi Corporation will work with its partners to ensure that the Teslas with the needed infrastructure like the addition of 13 stations for recharging electric cars.

According to Al Tayer, the Model S had the greatest possible safety rating at the time of launch and has the longest range when compared to other electric vehicles. It is notable for its maneuverability, falcon wing doors, panoramic windshield, and a highly comfortable seven-seater configuration.

Both the models, when in self-driving mode using the Autopilot are considered to be safer than when driven by a human driver. Tesla’s Autopilot is meant to make drivers more confident on the roads and add to the safety factor while reducing their driving related stress.

The introduction of Teslas to the RTA fleet aligns well with Sheikh Mohammed bin Rashid’s vision of making Dubai the smartest city in the world. It also confirms to the Dubai government’s stated goal of making 25 per cent of all journeys in the emirate driverless by 2030.

So, next time you step out to hail a taxi, you might just luck out and end up getting into a tesla for a comfortable journey.

The Roads and Transport Authority (RTA) in Dubai has approved a contract for the purchase of 554 environment-friendly hybrid vehicles that will have a combination of internal combustion engines as well as electric motors. The purchase was finalized as part of a grand masterplan to reduce the level of vehicle emissions in the city and to deploy more environment friendly vehicles on Dubai roads.

Commenting on the decision, Mattar Al Tayer, Director-General of the RTA, said the step was taken as part of his organization’s efforts to implement the directives of His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai to adopt power-efficient solutions which would have a positive impact on people and all kinds of development projects. The objective is to make the environment in Dubai safe, clean, attractive and sustainable so that it contributes to the city’s overall image and profile of Dubai.

The decision also highlights RTA’s commitment to the Master Plan in Dubai that calls to cut carbon emissions from the taxi sector by two per cent, as required by the Dubai Supreme Council of Energy and the Green Economy initiative.

Currently, hybrid vehicles constitute about 11 per cent of the fleet of the Dubai Taxi Corporation (DTC) and by the end of 2017, the plan is to raise the percentage of hybrid vehicles in its taxi fleet which currently has 503 vehicles to 17 per cent of the total fleet.

Al Tayer added that the RTA was the first government entity in the region to introduce the operation of hybrid taxicabs having electric engines on an experimental basis as part of the Dubai taxi fleet from 2008 to 2011. The study revealed that these hybrid vehicles had covered 550,000 kilometres without reporting any faults or need for major maintenance. The fuel efficiency increased to 30 per cent while carbon emissions dropped by 30 per cent.

The RTA had earlier endorsed a plan for converting 50 per cent of Dubai taxi cabs into hybrid vehicles by 2021, with the number of hybrid vehicles in Dubai slated to increase from 147 in 2015 to 791 in 2016, and then to 1,582 vehicles by 2017.By 2018, this number is expected to rise to 2,375 taxis, then to 3,167 vehicles by 2019, 3,959 vehicles by 2020, and this growth is expected to continue till it reaches 4,750 vehicles by 2021.

The DTC is set to have the largest share of hybrid taxis in Dubai, totalling 2,280 vehicles, followed by CARS (900 vehicles), National Taxi (812 vehicles), Arabia Taxi (463 vehicles), Metro Taxi (377 vehicles), and City Taxi (18 vehicles).

UAE traffic rules and licensing laws are set to undergo a sea change from July 1 this year. According to new traffic rules issued by Lt. General Shaikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, new drivers will no longer get a license for ten years, but will instead get one for two years. These licenses will then be renewed for a period of five years, in the case of expats and for ten years in the case of UAE citizens. Once they expire, they can again be renewed for similar periods. As the rules are not being applied with retrospective effect, they will not affect those who currently have a driving license.

Under the ministerial decree no. 177 of 2017, it is now possible for driving licenses to be issued for one year and even shorter periods based on guidelines given by the Federal Traffic Council. There will also be greater coordination between traffic licensing authorities and health authorities so that patients with health issues that might affect their driving ability will not be given driving licenses. Hence, people with chronic conditions like epilepsy and certain types of diabetes who might be a danger to others on the road will no longer be eligible for a driving license. Medical facilities will be linked to the traffic departments across the UAE, allowing authorities to keep tabs on the health of motorists through sharing of the medical reports of all drivers.

According to the new rules, the highest speed in residential areas has been set at 40 km per hour, and motorists are not allowed to make noise or endanger the lives of pedestrians near hospitals and schools.

The new rules authorize traffic departments in coordination with transport authorities to assign designated routes and times for buses.

The new rules will seek to control the usage of motorbikes and quad bikes to give children on the roads greater protection. According to the ministerial decision, all motorbikes need to be registered and licensed and quad bikes are allowed to be driven only in deserts and sandy areas.

Only children who are 10 or older can sit in the front seat, according to the new rules and appropriate safety seats should be used for young children depending on their age.

A recent survey carried out by RoadSafetyUAE revealed that as many as 50 per cent of Emirati drivers prefer not to wear seatbelts. This will have to change, though as according to the rules that will come into effect from July 1, wearing a seatbelt while riding in a vehicle will be compulsory. Any motorist found with passengers who do not buckle up will face fines of AED 400 and will receive four black points on their license.

According to statistics published by the World Health organization, the correct use of car seats can reduce chances for fatalities among infants by 70 per cent and among young children by 54 to 80 per cent in the event of an accident.

Dubai is notorious for its traffic jams and the RTA has come up with a new way to bypass these jams to make life easier for commuters. The city’s Roads and Transportation Authority recently announced that it has already tested an autonomous drone that can fly above the traffic to transport passengers to their destination. The RTA demonstrated the autonomous drone at a three day event in the city called the World Government Summit. RTA’s plan is to make such flying taxis operational by the middle of this year.

RTA has joined hands with the Chinese manufacturer of these drones, Ehang to bring the drones to Dubai.

The model that was demonstrated at the show, the Ehang 184, is capable of travelling at a speed of 62 miles an hour at a height of 984 feet, well above even the toughest traffic gridlock. It can use its electric motor to power its eight propellers for a period as long as 30 minutes. The electric motor can be recharged in just two hours. All the movements of the drone, including its takeoff, its flight and its landing can be monitored closely by ground control. The drone has been specially designed taking into account the climatic conditions and the tough terrain in the UAE.

According to  Mattar Mohammed Al Tayer, Director-General and Chairman of the Board of Executive Directors of the RTA, the autonomous aerial vehicle exhibited at the World Government Summit was not just a model but was a vehicle that has been thoroughly tested.
For those who are worried about the safety of taking to the skies in the Ehang 84, the vehicle has a number of safety features that make it possible for the drone to land at the nearest safe destination in the event of even a minor glitch. The drone also comes equipped with secure networks to fend of any attacks by hackers who might target the vehicle’s software.

The UAE is definitely a country that is at the forefront of advances in vehicle technology. The company has set the ambitious target of making at least 25 per cent of the vehicles on the road self-driving cars by 2030, has already installed many electric charging stations and is all set to be one of the cities that will introduce the Hyperloop

The Roads and Transport Authority (RTA) in Dubai has launched a new smart car rental service that will make car rental a lot cheaper with a system can bill customers by the minute or by the hour. The service will work out to be a lot cheaper than using taxis or ride hailing applications to get around the city.

The Smart Rental Services were launched on Sunday and will allow customers to use smart apps to rent cars for a period not exceeding six hours. The RTA  will be contracting with two private companies, U Drive and ekar, which will provide 100 vehicles each to deploy a fleet of 200 vehicles at 45 locations across the city, including five major Metro stations like Union, Rashidiya, Burjuman, Ibn Battuta, and Business Bay. Depending on the initial feedback from customers, RTA will consider expanding this fleet. While UDrive’s fleet comprises Peugeot 208, Toyota Yaris Hatchback and Nissan Tiida models, Ekar has a fleet consisting of Nissan Sentra and Tiida (hatchback) models.

While U Drive charges by the minute at a rate ranging from 40 to 50 fils, ekar charges by the hour at a rate ranging from AED 24 to AED 30. The rent varies depending on the location where the where the vehicle is returned. To sweeten the deal, the rent is inclusive of free parking at the metro stations and commercial and non-commercial zones A, B, C and D (except for the special areas E and F), insurance and cost of the fuel. The service is available for UAE residents with valid UAE driving licenses and tourists with international driving licenses and valid visit visas. Customers can access the service through the smart apps of the two companies and, at a later stage, through the RTA’s Integrated Mobility Platform.

Speaking about the new service, Mattar Al Tayer, RTA director general and chairman of the Board of Executive Directors said that the smart rental service supports RTA’s efforts to make people happy and encourage more people to use public transport. The service also aims to increase the integration of mass transit systems by making mobility easier for commuters, especially for metro and tram riders, to their final destinations.

He added, “The hourly car rental system provides bespoke alternative transit means for public transport riders in Dubai that goes with their needs and requirements, and offers them access to the best global practices of car-sharing of rented vehicles, besides providing highly efficient and cost-effective transit means.”

All customers have to do is register on the app of the individual companies, rent and unlock the car using a passcode they are given through the app..

Hasib Khan, managing director and founder of U drive, said that the smart rental is the best way to move around the city, especially during the time of rush-hour traffic as it minimizes parking related hassles and reduces waiting time. It is also very economical when compared to taxis and rentals for the whole day or month as users are charged by the minute or by the hour.

Both the companies which have been licensed to offer the service satisfy all the security procedures applicable to the car rental system.
